Scoring Formula

Score = 0.24*Experience + 0.18*Speed + 0.14*PI Capacity + 0.16*Competitor Exposure + 0.18*CTGov Relevance + 0.10*Stability + Sponsor Bonus

Sponsor Bonus = (SponsorFit - 50) * 0.12 when sponsor preference is enabled.
